Official Letter from the Intellectual Property Office, Ministry of Economic Affairs

Subject: Strengthening Awareness of Intellectual Property Rights on Campus

To enhance the promotion of intellectual property rights awareness in academic institutions, we kindly request your assistance in forwarding this message to all colleges and universities. Please actively guide and remind students to use legitimate textbooks (including second-hand books) and refrain from unauthorized scanning, photocopying, downloading, or uploading of books and educational materials to avoid copyright infringement.

Details:

  1. According to the Copyright Act, authors hold the exclusive rights to reproduce and publicly transmit their works. Scanning, photocopying, downloading, or uploading others' works involve acts of reproduction and public transmission. Unless such actions fall under the fair use provisions stipulated in Articles 44 to 65 of the Copyright Act, any use of another person’s work requires the consent or authorization of the copyright holder to comply with legal regulations.

  2. If college and university students scan or photocopy domestic or international books in whole, in large portions, or by segmenting and reassembling content, or if they arbitrarily download or upload others' theses and papers, such actions exceed the scope of fair use and constitute copyright infringement. If pursued by the copyright holder, violators may face criminal and civil liabilities. To reinforce students’ awareness of intellectual property rights, we urge institutions to actively guide and remind students to use authorized textbooks (including second-hand books) and refrain from unauthorized downloading, uploading, or photocopying of copyrighted materials to avoid legal consequences.
